The United States is not one market for hotel amenities. A beach resort in Florida, a casino resort in Las Vegas and a select-service hotel beside a Texas interstate buy in different ways, and several states now restrict the small plastic bottles that defined hotel bathrooms for decades. Who we work with in the US
Most US enquiries come from four kinds of buyer. Hotel management companies want one specification that works across a mixed portfolio. Franchise owners need products that meet a brand standard while keeping cost per occupied room under control. Independent and boutique hotels want a signature scent and their own name on the bottle. Amenity distributors and suppliers want a manufacturing partner for their own label, with the documents to go with it. We quote each project per item, with MOQs set by format, scent and decoration.
Federal rules in brief
Shampoo, conditioner, shower gel, body lotion and cosmetic hand wash are regulated as cosmetics by the FDA under the Federal Food, Drug, and Cosmetic Act, as amended by the Modernization of Cosmetics Regulation Act of 2022 (MoCRA). MoCRA introduced facility registration, product listing, serious adverse event reporting, safety substantiation and record-keeping duties. Each product has a responsible person: the manufacturer, packer or distributor whose name appears on the label. For private-label hotel products that is usually the brand owner or distributor, not the contract manufacturer.
Our part is to run a registered facility, make each product to a documented process and supply what the responsible person needs: our facility registration details, full ingredient lists and manufacturing documentation. Formulas can be supplied as dermatologically tested, with test reports on request. FDA has also been directed to propose rules on fragrance allergen labelling, so expect fragrance disclosure to become more detailed.
Labels, claims and country of origin
A US cosmetic label carries a statement of identity, net quantity in US customary and metric units (fl oz and mL), the name and place of business of the manufacturer, packer or distributor, an ingredient declaration and any required warnings. Imported goods also need country of origin marking, so our products are marked "Made in India". Keep hand wash cosmetic. In the US, antibacterial and antiseptic hand washes and hand sanitisers are over-the-counter (OTC) drugs with separate rules. We position hotel hand wash as a cosmetic cleanser and keep germ-kill claims off the label and out of the marketing.
State bottle laws and the move to dispensers
California, New York, Illinois and Washington have passed laws restricting small single-use plastic toiletry bottles in hotels, phasing in by hotel size. Other states may follow. Size thresholds, start dates and whether items can be given on request differ by state, so check the current rules for every property. Many groups now standardise on wall-mounted dispensers and 5 L refills nationwide rather than run different specifications state by state.

Shipping from India to the US
We export palletised shipments by sea and air. On the US side, an importer of record, often your distributor or a nominated importer, files the customs entry through a licensed customs broker, and FDA reviews cosmetic imports for admissibility at entry. Ocean shipments also need an Importer Security Filing (ISF) before the container is loaded. Goods can move through major ports on the East, Gulf and West coasts. Duties and tariffs change, so confirm the current treatment with your broker before you price. Our fulfilment and export team prepares commercial invoices, packing lists and product documents.
Scent, packaging and certifications
We develop signature scents, print hotel branding, and manufacture and decorate packaging in-house, so bottle, tube and label are controlled in one place. Our facility is GMP-compliant, ISO certified and Halal certified, and holds an AYUSH licence and a state FDA cosmetic manufacturing licence in India; see quality and certifications. We make bath and body liquids only: we do not supply dental, shaving or sewing kits, or slippers.

Hotel amenities by state in the United States
Bottle laws, climate, property mix and port routes differ from state to state. These notes cover what changes in six key states; the federal rules above apply in all of them.
California
California's properties range from high-rise hotels in Los Angeles, San Francisco and San Diego to boutique inns in wine country and along the coast, desert resorts, Sierra ski lodges and select-service hotels along the freeways. Many independent hotels want a scent that says where they are.
- Bottle law: California has passed a law restricting small single-use plastic toiletry bottles in hotels, phasing in by hotel size. Most hotels now use wall-mounted or counter dispensers filled from bulk refills.
- Proposition 65: a warning is needed where a product can expose people to listed chemicals above set levels, subject to exemptions. We share full ingredient lists for your Prop 65 review.
- Ingredient rules: California restricts certain intentionally added ingredients in cosmetics, including PFAS. Ask your regulatory consultant which rules apply to each formula.
- Recyclable claims: California is stricter on when a package can be called recyclable or carry the chasing-arrows symbol. Have claims reviewed before printing; our custom packaging team can omit them entirely.
- Shipping: major West Coast ports in the south and north of the state.
New York
New York City dominates: dense, high-occupancy hotels with compact bathrooms, little storage and housekeeping teams turning many rooms a day. Outside the city there are boutique inns in the Hudson Valley and Finger Lakes, ski and lake lodges upstate and beach hotels on Long Island.
- Bottle law: New York's law restricts small plastic toiletry bottles in hotels and phases in by hotel size. For a city hotel the practical answer is usually wall-mounted dispensers refilled from 5 L containers, which take far less storage than cases of minis.
- Housekeeping: attendants top up rather than replace bottles, so clean pouring and clear labelling matter. Guests need to tell shampoo from shower gel at a glance, and many expect a lockable or tamper-evident dispenser.
- Climate and scent: cold, dry winters suit a richer body lotion and conditioning shampoo. City hotels often ask for tea, woods, amber and clean musk; country inns lean towards orchard, herbal and garden notes.
- Shipping: East Coast ports serving the New York and New Jersey area, then truck. Many city hotels prefer delivery from a local distributor rather than full pallets.
Florida
Florida's demand is driven by leisure: family resorts near the theme parks, beach hotels on both coasts and a strong boutique scene in Miami. Vacation rentals and condo-hotels form a large part of the market.
- Format choice: Florida has no statewide hotel small-bottle law at the time of writing, so format is a commercial and brand decision. Check current state and local rules, as the position can change.
- Vacation rentals: managers often use refillable bottles or sachets that cleaners can restock quickly between stays. A consistent kit in one scent and one branded look helps every unit present the same way.
- Heat and humidity: guests come in with salt, chlorine and sun on skin and hair, so many properties choose a clarifying shampoo, light conditioner and quick-absorbing body lotion. Pumps and closures must stay reliable in steamy showers.
- Claims: ocean-friendly or "eco" wording falls under the FTC Green Guides, so make specific, provable claims or none.
- Shipping: major ports on the Atlantic and Gulf coasts. Hurricane season can disrupt ports and trucking, so many buyers hold extra stock ahead of late summer.
Texas
Texas has convention, business and full-service hotels in Houston, Dallas–Fort Worth, Austin and San Antonio, select-service and extended-stay properties along the interstates and in energy regions, and resorts on the Gulf Coast and in the Hill Country. Much of the market is franchised, and many owners buy through an amenity distributor rather than importing directly.
- Brand standards: where the standard allows owner-sourced products, we manufacture to the specification you give us, under your label or your distributor's. We cannot supply another company's trademarked products.
- Format: at the time of writing, Texas has not passed a statewide hotel small-bottle law. Check current state and local rules anyway. Extended-stay hotels often prefer larger bottles or dispensers, while value properties choose 2-in-1 to cut cost per occupied room and housekeeping time.
- Climate and scent: hot summers and air-conditioned rooms suit fresh shower gels, light conditioners and quick-absorbing lotion, with briefs for citrus, fresh linen, cedar and light woods.
- Shipping: major Gulf Coast ports, with truck and rail inland; some importers route through West Coast ports. Distributors often hold buffer stock in a Texas warehouse.
Nevada
Las Vegas casino resorts run around the clock with towers of standard rooms, suite floors, spas, pools and convention space under one roof. Purchasing is usually centralised, and what matters most is continuity: one consistent product, in the same scent, delivered on schedule in very large volumes.
- Formats by area: wall dispensers and 5 L refills for standard rooms, tubes or minis for suites, large dispensers for spa, and cosmetic hand wash for public washrooms with no germ-kill claims.
- Scent: many resorts treat scent as part of their identity, carried from the lobby to the guest room.
- Desert climate: dry air, air conditioning and pool chlorine suit a richer body lotion and conditioning shampoo. Textures can differ between standard rooms and suites while the scent stays the same.
- State rules: at the time of writing, Nevada has not passed a hotel small-bottle law. Check current state and local rules.
- Shipping: Nevada has no seaport, so freight usually enters through Southern California ports and continues by truck or rail. Large resorts often use a distributor holding buffer stock near Las Vegas.
Hawaii
Hawaii's lodging is led by resorts on Oahu, Maui, the Island of Hawaii and Kauai, with a large share of condo-hotels, timeshare-style properties and vacation rentals. Waikiki adds dense high-rise hotels.
- Island logistics: freight from India may reach Honolulu directly or via a West Coast port, then move on to the neighbour islands. Each leg adds handling and time, and warehouse space is expensive, so one 5 L refill in place of a large volume of minis saves pallet and store room space. Many buyers order larger, less frequent shipments and hold buffer stock with a local distributor.
- Humidity and salt: pumps, closures and labels need to hold up in salt air. Many resorts choose a clarifying shampoo, light conditioner and light, quick-absorbing body lotion.
- Rules: At the time of writing, Hawaii has no statewide hotel small-bottle law, but counties have their own plastics rules, so check state and county requirements for each property.
- Claims: avoid vague "reef-safe" or "ocean-friendly" wording on shampoos and gels. Environmental claims should be specific and provable.
- First order: agree fill sizes, decoration and pallet configuration so the shipment suits the onward island leg.
