In short
Harrods Health manufactures private-label hotel toiletries for Australian hotels, serviced apartments, resorts, motels and lodges: shampoo, conditioner, shower gel, 2-in-1, body lotion and hand wash in dispensers, 5 L refills, tubes, minis and sachets. We make them in India; your Australian importer registers with AICIS and manages entry, and we supply the ingredient and composition information they need.
Australia is one country but many markets. A harbourside hotel in Sydney, a resource-region camp in the Pilbara and a wilderness lodge in Tasmania buy very differently. This hub gives the national picture; each state page goes deeper on property mix, climate, buyers and scent.
One country, very different properties
Distances are long, climates range from tropical to cool temperate, and the property mix shifts from state to state. The table is a starting point, not a rule.
| Region | Typical properties | Climate | Formats often chosen |
|---|---|---|---|
| New South Wales | City and airport hotels, serviced apartments, coastal motels, pubs with rooms | Warm, humid summers on the coast | Wall dispensers, 5 L refills, 2-in-1 |
| Victoria | Boutique city hotels, apartments, wine-region and coastal stays | Changeable, with cool winters | Counter dispensers, tubes, richer lotions |
| Queensland | Holiday apartments, resorts, island and reef properties | Subtropical to tropical, very humid | Dispensers, heat-tolerant packaging |
| Western Australia | Perth hotels, regional motels, mining and remote camps | Mediterranean south, hot and dry north | 5 L refills, 2-in-1, sturdy dispensers |
| South Australia and Tasmania | Adelaide hotels, wine-region and boutique lodges, Hobart, wilderness stays | Dry warm summers; cool, damp Tasmanian winters | Signature-scent tubes, counter dispensers |
Who buys hotel amenities in Australia
Buyers include hotel group procurement teams, management companies that run properties for several owners, independent hotels and motels, and hospitality supply distributors that serve many small properties across a state. Groups often want a signature scent and branded bottles across every property. Distributors usually prefer a tight core range in two or three scents that suits motels, pubs with rooms and holiday parks. We work with all of them, and minimum order quantities are quoted per item.

The rules, in plain terms
These are the main points to raise with your importer, customs broker or a regulatory consultant. They are general and can change, so confirm current requirements before you order.
- AICIS. Businesses importing cosmetics, which contain industrial chemicals, generally must register with the Australian Industrial Chemicals Introduction Scheme and categorise their introductions. The importer is the introducer, not the overseas manufacturer. We supply full INCI lists and composition information.
- Ingredient labelling. The mandatory cosmetics ingredient labelling standard under Australian Consumer Law requires ingredients listed by INCI name, generally in descending order. Whether complimentary hotel amenities are exempt is not clear-cut, so check before you finalise artwork.
- Therapeutic goods. Antibacterial or antiseptic claims, and sunscreens, can bring products under Therapeutic Goods Administration rules. We position hotel hand wash as a cosmetic and avoid germ-kill claims. We do not make sunscreen.
- Claims. Australian Consumer Law prohibits misleading claims, including environmental ones, and the ACCC has published guidance on environmental claims.
- Plastics. Several states are phasing out single-use plastics, and some have signalled that small hotel toiletry bottles may be included. Check current state rules.
- Biosecurity and import. Imports are subject to biosecurity controls, wooden pallets must be treated and certified, and GST applies on imports. Duty depends on tariff classification and origin.
Certifications and documents
Our facility is US FDA registered, Halal certified, ISO certified and GMP-compliant, and holds an AYUSH licence and a state FDA cosmetic manufacturing licence in India. Formulas can be supplied as dermatologically tested, with test reports on request, and we provide ingredient lists and manufacturing documentation for your importer. Some Australian hotels serving international guests ask about Halal; our certification covers the facility, and we can confirm which products it applies to. Details are on our quality and certifications page.
Shipping to Australia, and New Zealand
We export by sea on treated, certified pallets with commercial documents prepared for your customs broker, who lodges the import declaration and arranges biosecurity clearance. Australia and India have a trade agreement that may affect duty; your broker should confirm eligibility and the paperwork needed. See our fulfilment and export page for how we pack and ship.
We also supply New Zealand. It has its own cosmetics and import rules, separate from Australia's, so tell us early if a range will be sold on both sides of the Tasman. If you run properties in Asia too, our South-East Asia hotel amenities page covers that region.

Hotel Toiletries Manufacturer for Australia FAQ
Q.Who registers with AICIS when hotel toiletries are imported into Australia?
Generally the Australian importer, who is the introducer under AICIS, not the overseas manufacturer. We supply the full INCI list and composition information they need to categorise the introduction.
Q.Do complimentary hotel amenities need an ingredient list?
The mandatory cosmetics ingredient labelling standard requires INCI names, generally in descending order. Whether free hotel amenities are exempt is not clear-cut, so check with your importer or a regulatory consultant before printing.
Q.Can your hand wash be labelled antibacterial?
We position hotel hand wash as a cosmetic and avoid germ-kill claims, because antibacterial or antiseptic claims can bring a product under Therapeutic Goods Administration rules.
Q.Do you make sunscreen or accessory kits?
No. We make shampoo, conditioner, shower gel, 2-in-1, body lotion and hand wash. We do not make sunscreen, dental, shaving or sewing kits, or slippers.
Q.Do you supply New Zealand as well?
Yes. New Zealand has its own cosmetics and import rules, separate from Australia's, so tell us early if a range will be used in both countries.
