Harrods Health manufactures private-label hotel shampoo, conditioner, shower gel, body lotion and hand wash in India for hotels across the EU and the UK. We make the product and its packaging, print your brand and supply the formula and manufacturing documentation; a Responsible Person based in the EU or UK completes the safety assessment and notification before sale.
Europe is not one market. A business hotel in Frankfurt, a family-run inn in Tuscany and an island resort in the Cyclades want different formats, scents and label languages, and they buy through different routes. What we make for European hotels
Our hotel range covers shampoo, conditioner, shower gel, 2-in-1 shampoo and body wash, body lotion and hand wash. Each can be filled into:
- Dispenser bottles for wall brackets or counters, refilled from 5 L containers
- 5 L refills for housekeeping teams and back-of-house decanting
- Minis and tubes where they are still allowed and wanted, such as suites or spa rooms
- Sachets for specific uses, subject to local rules on single-use packaging
We also build signature scents, so one fragrance can run through bathroom amenities, lobby hand wash and spa rooms. We do not make accessory kits such as dental, shaving or sewing kits, or slippers. How the rules divide the work
In the EU, cosmetics fall under Regulation (EC) No 1223/2009. Before a product is sold, a Responsible Person established in the EU must hold a Product Information File, including a Cosmetic Product Safety Report, and notify the product on the CPNP portal. Labels must carry the required information in the language or languages the member state asks for.
In Great Britain, a UK-based Responsible Person notifies products through the government's Submit Cosmetic Product Notification (SCPN) service. Northern Ireland may follow EU rules for cosmetics, so check the position before you ship there.
Harrods Health is not a Responsible Person in the EU or the UK. The hotel group, its importer, a distributor or a specialist service provider takes on that role. Our part is to supply the INCI ingredient list, formula information and manufacturing documentation they need, and to print labels in the agreed languages.

Language requirements can vary, and many hotels add English for international guests. Confirm the final wording with your Responsible Person.
Packaging and sustainability pressure
The EU Packaging and Packaging Waste Regulation (PPWR) restricts single-use plastic packaging for small individual portions of toiletries in the hospitality sector from 2030. The final text sets the thresholds and exemptions, so check them, and check national and regional rules too: some already go further. Many European hotels are moving to dispensers and 5 L refills now rather than waiting.
Two further points affect formulation and marketing. The EU restriction on intentionally added microplastics under REACH has transition periods for rinse-off cosmetics, and EU rules on generic environmental claims such as "eco-friendly" are tightening. We can formulate without intentionally added microplastics, and we keep claims to what can be substantiated. The EU Ecolabel for rinse-off cosmetics is an option some buyers explore; we do not hold it, but we can discuss the criteria with you. Our custom packaging team makes and decorates bottles, tubes and dispensers in-house.
Quality and documentation
Our facility is GMP-compliant and ISO certified, holds a state FDA cosmetic manufacturing licence and an AYUSH licence, and is a US FDA registered facility. We are Halal certified, which helps hotels that host many guests looking for Halal-friendly products. Formulas can be supplied as dermatologically tested, with test reports on request. Shipping from India to Europe
Orders usually travel by sea to major North Sea or Mediterranean ports. Your importer of record clears the goods, using an EORI number, and the Incoterm in your contract sets who pays freight, insurance and duties. MOQs are quoted per item.
