A market led by scent
France has a deep fragrance culture, and French guests notice scent more than most. Hotels often treat the bathroom as part of the brand story, and a well-judged signature fragrance can carry from the shower to the lobby. Common briefs include lavender, verbena, fig, neroli, orange blossom, rose, vetiver and fresh herbs. We develop scents to a brief and keep them consistent between orders.
Property mix and seasons
Paris and the large regional cities have steady year-round demand from business and leisure travel. The Riviera and Atlantic coast peak in summer, Alpine resorts in winter, and Provence and the wine regions in spring and autumn. Many properties are independent boutique hotels, alongside groups and management companies.

Who buys
Groups buy centrally; independent hotels buy direct or through hospitality distributors, often in small runs with a strong design brief. Because MOQs are quoted per item, a boutique hotel can order a decorated dispenser and a single signature scent without committing to a full range.
EU rules and French labels
Hotel toiletries are cosmetics under Regulation (EC) No 1223/2009. An EU-based Responsible Person must hold a Product Information File, including a Cosmetic Product Safety Report, and notify each product on the CPNP before it is supplied. In France the mandatory label information is expected in French; English can be added for international guests.
Harrods Health is not a Responsible Person. Your hotel group, importer, distributor or a service provider takes that role. We supply the INCI ingredient list, formula information and manufacturing documentation, and formulas can be supplied as dermatologically tested with reports on request. Fragrance allergens above set levels must be named in the ingredient list, so share your scent brief early.
Waste, packaging and claims
The EU's PPWR restricts single-use plastic packaging for small toiletry portions in hospitality from 2030. Some national and regional rules already go further, so check the current French position before ordering minis or sachets. Most French hotels we talk to are planning dispensers and 5 L refills.
Environmental claims also need care. EU rules are tightening on generic claims such as "green" or "eco-friendly", so describe specific, provable facts, such as a refill system or a recycled-content bottle if you use one. The EU Ecolabel for rinse-off cosmetics is an option some hotels look at; we do not hold it. Our custom packaging team makes and decorates bottles, tubes and dispensers in-house, which helps design-led properties keep a consistent look.
Shipping to France
Orders usually go by sea either to a Channel port such as Le Havre, for Paris and the north, or to a Mediterranean port such as Marseille-Fos, for the south. Some importers prefer a North Sea hub and road delivery. The importer of record clears goods using an EU EORI number, and your Incoterm sets who pays freight, insurance and duty.
