A market of family-run hotels

Italian hospitality has a high share of independent and family-run properties. Historic city hotels in art cities sit alongside business hotels in the industrial north, lake hotels, coastal resorts, island properties and farm stays in the countryside. Many buy through regional distributors rather than central procurement, and orders tend to be smaller and more varied than in markets dominated by large groups.

Who buys

Many hotels order through hospitality distributors that hold stock in Italy and deliver to small properties. Groups and management companies buy centrally. Because we quote MOQs per item, a distributor can start with a few formats in two or three scents and add more over time.

Scents with a sense of place

Italian buyers often want the bathroom to echo the landscape: bergamot, lemon, mandarin, fig, olive leaf, rosemary, basil, cypress and soft florals are frequent briefs. City hotels may prefer something quieter and more woody. We can match a brief or develop a signature scent, and carry it into hand wash for public areas. Formulas can be supplied as dermatologically tested, with reports on request.

EU rules and Italian labels

Hotel toiletries are cosmetics under Regulation (EC) No 1223/2009. An EU-based Responsible Person must hold the Product Information File, including the Cosmetic Product Safety Report, and notify each product on the CPNP before supply. Mandatory label information is expected in Italian; English is often added for international guests.

Harrods Health is not a Responsible Person. That role usually sits with the hotel group, the importer, a distributor or a service provider. We supply the INCI ingredient list, formula information and manufacturing documentation they need.

Packaging and sustainability

The EU's PPWR restricts single-use plastic packaging for small toiletry portions in hospitality from 2030. Check the final thresholds, and check national and regional rules, which may already go further. Island and coastal properties often face limited waste collection, which makes 5 L refills and durable dispensers practical as well as compliant.

The REACH restriction on intentionally added microplastics has transition periods for rinse-off products, and we can formulate without intentionally added microplastics. Keep sustainability messages specific; EU rules on generic environmental claims are tightening. The EU Ecolabel for rinse-off cosmetics is one option some hotels explore; we do not hold it. Our custom packaging team makes and decorates dispensers in-house.

Shipping to Italy

Orders usually travel by sea to a Ligurian port such as Genoa or La Spezia for the north-west, or to an Adriatic port such as Trieste for the north-east, then by road. Southern and island deliveries may need extra onward transport. The importer of record clears goods with an EU EORI number, and your Incoterm sets who pays freight, insurance and duty. Working with Italian distributors

A distributor that serves many small hotels usually wants a short, stable range: perhaps shower gel, shampoo, body lotion and hand wash in two or three scents, in dispensers and 5 L refills. We agree Italian and English artwork once, supply the documents the Responsible Person needs, and keep scent and colour consistent between batches so repeat orders look and smell the same in every property the distributor supplies.
