In short
Harrods Health develops private label potpourri for importers, wholesalers and gift and home retailers: dried-flower and botanical blends, scented sachets, refresher oils and gift jars or bags, built to your brief on botanical mix, colour, fragrance and packaging, and quoted per brief from our facility in Ambala, India.
Potpourri sits alongside candles and incense in our Candles, Incense & Potpourri range. It is the category buyers browse at trade fairs such as the IHGF Delhi Fair, which runs a "Candles, Incense & Potpourri" category for buyers. You bring the retail concept and price position. We work through the blend, the scent and the pack with you, then quote.
What we develop for your label
- Dried-flower and botanical blends: petals, leaves, pods, bark, cones and seed heads, mixed to the look you want. We draw on our dried flowers sourcing.
- Scented sachets: filled fabric, mesh or paper sachets for drawers, wardrobes and gift sets. See also our sachets and gift sets work.
- Refresher oils: small bottles of fragrance oil so the end customer can refresh the blend. We formulate from our essential oils, essential oil blends and diffuser oils ranges.
- Gift jars, bags and boxes: glass jars, pouches, tins and printed boxes, developed with our custom packaging team.
- Coordinated home fragrance sets: potpourri paired with a matching candle or incense scent for one shelf story.
What you decide in the brief
| Brief element | Options we discuss with you |
|---|---|
| Botanical mix | Flower and leaf types, textures, whole or cut pieces, seasonal themes |
| Colour | Natural tones or coloured botanicals matched to your palette |
| Fragrance | Scent family, strength, and whether a refresher oil ships with the pack |
| Fill and format | Loose fill weight, sachet size, jar or bag style |
| Labelling | Your brand artwork, ingredient and warning text for the destination market |
| Outer packing | Retail-ready cartons and export cartons for your distribution model |
Fill weights, order sizes, timelines and prices depend on the brief, so we quote per brief rather than publish fixed numbers.
Export notes: plant health and labelling
Potpourri is made of plant material, so plant health rules can apply as well as product safety and labelling rules. Requirements vary by country, by the exact botanicals in the blend and by how they were processed. The points below reflect official guidance at the time of writing. They are not legal advice. Check with your importer or a compliance adviser before you place an order.
- European Union: plants and plant products entering the EU fall under the Plant Health Regulation (EU) 2016/2031. Implementing Regulation (EU) 2019/2072 lists, in Annex XI, the items that need a phytosanitary certificate and those that are exempt. Match your product's CN code against those lists.
- Great Britain: the gov.uk guidance on importing plants and plant products from non-EU countries explains how goods are grouped by risk, when a phytosanitary certificate and an IPAFFS pre-notification are needed, and how APHA checks work.
- United States: USDA APHIS lists potpourri made solely of aromatic plant parts with a fixative of plant origin among its generally authorised non-propagative plant products. Shipments are still subject to inspection at the port of entry, and blends outside that description may need further checks.
- Fragrance oils: refresher oils and fragranced blends can be subject to chemical classification and labelling rules in the destination market, separate from plant health.
Where a phytosanitary certificate is needed, it is issued by the plant protection authority of the exporting country, and the destination's rules decide whether one is required. Our potpourri and dried botanicals export guide covers this in more depth, and our fulfilment and export team can talk through documents with your forwarder.
Points to settle before sampling
A clear brief saves rounds of samples. These are the questions we usually work through with buyers before we prepare a first sample.
- Shelf life of the look: how long the blend should hold its colour and scent on shelf, and how it will be displayed.
- Scent strength: whether the blend should read softly in a drawer or fill a room, and whether a refresher oil is part of the offer.
- Botanical restrictions: any plants your importer has flagged as difficult for your market, so we can leave them out early.
- Label text: who supplies the ingredient, warning and origin wording for the destination market.
Our facility
We manufacture in Ambala, Haryana. The facility holds a state FDA cosmetic manufacturing licence (No. 1151-ISM (HR)), is ISO certified and GMP-compliant, and holds HACCP, Halal, Kosher and AYUSH certifications. Who we work with
Our potpourri programme is aimed at importers and retailers: department stores, gift and home stores, wholesalers and subscription box brands. Private Label Potpourri Manufacturer FAQ
Q.What potpourri products can you make under my label?
We develop dried-flower and botanical blends, scented sachets, refresher oils, and gift jars, bags and boxes. Each is built to your brief on botanical mix, colour, fragrance and packaging.
Q.What is your minimum order quantity?
We quote per brief. Order size depends on the blend, the pack format and the packaging you choose, so we confirm it once we understand your brief.
Q.Does potpourri need a phytosanitary certificate?
It depends on the destination country and the botanicals in the blend. In the EU, Annex XI of Implementing Regulation (EU) 2019/2072 sets out what needs one. Great Britain groups plant products by risk. Check with your importer or a compliance adviser.
Q.Can potpourri be imported into the United States?
At the time of writing, USDA APHIS lists potpourri made solely of aromatic plant parts with a plant-origin fixative as generally authorised. Shipments are still inspected at the port of entry.
Q.Can you match potpourri to a candle or incense scent?
Yes. We can develop potpourri alongside a candle or incense in the same scent family so your range sits together on shelf.
Q.Are your certifications specific to potpourri?
No. Our ISO, GMP, HACCP, Halal, Kosher and AYUSH certifications and state FDA cosmetic licence apply to the facility. They are not specific to potpourri.
