Sourcing candles, incense and potpourri from India: a private label buyer's guide

Sourcing candles, incense and potpourri from India: a private label buyer's guide
Quick answer

Start with a written brief, approve physical samples and agree an Incoterm and inspection plan before production. Minimums, prices and lead times are quoted per brief, and holiday ranges usually need development to start many months before the shelf date.

Sourcing private label candles, incense or potpourri from India works best when you start with a written brief, approve physical samples, agree an Incoterm and a quality plan before production, and plan holiday orders many months ahead. Minimums, prices and timings are product-specific, so treat any figure as a quote against your brief, not a standard. This guide walks through each stage from first enquiry to shipment.

It is written for importers, wholesalers, department stores and gift retailers, including buyers who meet Indian suppliers at trade fairs. The IHGF Delhi Fair, for example, runs a "Candles, Incense & Potpourri" category for buyers. Whether you meet a supplier at a fair or online, the steps below are the same.

1. Write a clear brief

A good brief saves weeks of back and forth. Include:

  • product types and formats, for example container candles, pillar candles, incense sticks, cones or potpourri sachets;
  • target markets, because they shape labels, ingredients and documents;
  • fragrance direction, with reference scents if you have them;
  • vessel, wax, base or botanical preferences;
  • packaging, branding and retail price point;
  • indicative volumes per SKU and your target shelf date.

If you are building a candle line, our candle manufacturing page explains the options we discuss with buyers.

2. Samples and approvals

Expect at least two rounds: fragrance and format samples first, then pre-production samples in final packaging. Test burn candles and incense in your own conditions. For potpourri, check colour, scent strength and breakage after a few weeks in the pack. Keep a signed "golden sample" of each approved SKU. It becomes the reference for inspection later.

3. MOQs in general

Minimum order quantities in this category are usually driven by three things: fragrance batch sizes, vessel or component supply, and printed packaging runs. Custom printed boxes often set the real minimum, because printers have their own minimums. Stock packaging with a branded label can lower the entry point for a trial. Ask suppliers to explain what drives their minimum, so you can adjust the brief rather than the budget. Harrods Health quotes MOQs per brief.

4. Costing and Incoterms

Ask for a quotation that separates product, packaging, tooling or plates, and any testing. Then agree who pays for freight, insurance and duty using Incoterms rules published by the ICC. The common terms are:

  • EXW (Ex Works): you collect from the factory and handle everything, including export clearance. It is rarely practical for overseas buyers.
  • FOB (Free On Board): the supplier delivers the goods loaded on board the vessel at the named port in India and handles export clearance. You arrange and pay sea freight and insurance. Many importers prefer it because they control the freight.
  • CIF (Cost, Insurance and Freight): the supplier pays freight and minimum insurance to your destination port, but risk passes to you when the goods are loaded in India.
  • DDP (Delivered Duty Paid): the supplier delivers to your address with import duties and taxes paid. It is the simplest for the buyer and the most complex for the seller, and it is not available for every market.

Whichever term you choose, write it with the named place and the Incoterms version, for example "FOB Mundra, Incoterms 2020".

5. Pre-shipment inspection

Many buyers appoint an independent inspection company to check goods before they leave India. Inspectors normally sample cartons using an AQL sampling plan and check against the golden sample, your specification and your artwork. For candles, typical checks include wick centring, surface finish, fill level, lid fit and label accuracy. For incense, breakage, straightness and pack count. For potpourri, moisture, foreign matter and fragrance strength. Agree the inspection standard, the defect definitions and who pays for re-inspection in your purchase order.

6. Social-compliance audits

Larger retailers often ask suppliers for an ethical or social-compliance audit. Two names come up most often. SMETA is the Sedex Members Ethical Trade Audit, an audit methodology whose results are shared through the Sedex platform. amfori BSCI is a code of conduct and audit system run by the amfori business association. Both look at labour standards, health and safety, working hours, wages and, in some versions, environmental and business ethics. Some buyers ask for other schemes or their own code.

Check which audit your business needs, who commissions and pays for it, and how recent it must be. Harrods Health does not claim SMETA or amfori BSCI audits; tell us at the brief stage if you need one.

7. Documents for export from India

  • Commercial invoice with HS codes, values, Incoterm and full product descriptions.
  • Packing list showing cartons, weights and dimensions.
  • Bill of lading or air waybill from the carrier.
  • Shipping bill, the Indian export declaration filed by the exporter.
  • Certificate of origin, which may support preferential duty where a trade agreement applies.
  • Importer Exporter Code (IEC), the Indian exporter's registration issued by the Directorate General of Foreign Trade, quoted on export documents.
  • Safety data sheets for fragrance oils, and dangerous goods paperwork for anything classified for transport.
  • Phytosanitary certificate for potpourri where the destination requires one.

Market rules differ. Our EU candle labelling guide, incense labelling guide and potpourri plant health guide cover the detail. The CBI market information portal is also useful for European buyer requirements.

8. Seasonal planning

Home fragrance sells heavily around year-end gifting, and retailers in Europe and North America often place holiday orders many months ahead. Work backwards from your shelf date: your own distribution, sea freight (often several weeks), export clearance, production, packaging print and sample approvals. Each stage has its own lead time, which your supplier should quote per brief. In practice, development for a holiday range often starts in the first half of the year. Candles also need care in hot months, so ask how goods will be protected from heat during transit.

9. LCL or FCL

LCL (less than container load) means your cartons share a container with other shippers. It suits trial orders but carries more handling and per-unit cost. FCL (full container load) gives you a sealed container, usually a better cost per unit and less handling once volumes allow. Mixed orders of candles, incense and potpourri can travel together, but each line's documents must be complete, or one line can hold up the whole shipment.

Frequently asked questions

What MOQs should we expect for private label candles or incense from India?

Minimum order quantities vary by product, fragrance, vessel and packaging. Custom printed packaging often sets the effective minimum. At Harrods Health we quote MOQs per brief, so share your range plan and target volumes.

Which Incoterm is best for a first order?

Many first-time importers choose FOB because the supplier handles export clearance while the buyer controls freight and insurance. CIF suits buyers who want the supplier to book freight. DDP puts the most risk and cost on the seller. Agree the term with your freight forwarder.

Does Harrods Health hold SMETA or amfori BSCI audits?

We do not claim either for candles, incense or potpourri. If your business requires a specific social-compliance audit, tell us at the brief stage and we will discuss what is possible.

When should we place holiday-season orders?

Work back from your shelf date. Allow time for approvals, production, export clearance, sea freight and your own distribution. For year-end gifting that often means starting development many months ahead, usually in the first half of the year.

Is LCL or FCL better for a mixed candle, incense and potpourri order?

LCL suits smaller trial orders, while FCL usually becomes better value per unit once you can fill most of a container. Mixed orders can share one container, but check that every product line's documents are complete first.
