In short
Harrods Health makes private-label hotel toiletries for California hotels and the distributors who supply them, with wall dispensers and 5 L refills at the centre of the range. California has its own bottle law, its own warning and ingredient rules and strict rules on recyclability claims, so we supply full ingredient lists and manufacturing documents to help your team and advisers check each product before launch.
This page covers what is specific to California. For the federal picture, including MoCRA, labelling and import, start with our US hotel amenities hub.
California's hotel market
California's properties range widely: high-rise hotels in Los Angeles, San Francisco and San Diego, boutique inns in wine country and along the coast, desert resorts, ski lodges in the Sierra and a large number of select-service hotels along the freeways. Buyers are just as varied. Management companies often run mixed portfolios from California offices, owner-operators run franchised hotels, and amenity distributors in Southern California and the Bay Area supply both. Many independent hotels want a scent that says where they are, and we develop signature scents to brief, from citrus and herbal notes to woody, green and fig-led profiles.
The small-bottle law
California is one of the states that has passed a law restricting small single-use plastic toiletry bottles in hotels, phasing in by hotel size. Check the current rules, including the bottle size threshold and whether items may be offered on request, for each property. In practice most California hotels now use wall-mounted or counter dispensers filled from bulk refills. We make dispenser bottles and 5 L refills for shampoo, conditioner, shower gel, 2-in-1, body lotion and hand wash, printed with your branding.
Proposition 65 and ingredient restrictions
Proposition 65 requires a clear warning where a product can expose people to listed chemicals above set levels, subject to exemptions. Whether a warning applies depends on the ingredients and raw materials, so we share full ingredient lists and can answer supplier questions for your Prop 65 review. California also restricts certain intentionally added ingredients in cosmetics, including PFAS, and has reporting programmes for some cosmetic and fragrance ingredients. Ask your regulatory consultant which rules apply to each formula and how fragrance components should be handled.
Recyclable and refill claims
Environmental claims in the US are guided by the FTC Green Guides, and California is stricter on when a package can be called recyclable or carry the chasing-arrows symbol. If you want to say a dispenser or refill is recyclable, made with recycled content or part of a refill system, have the claim reviewed against current California rules before printing. Our custom packaging team can leave space for approved wording or omit claims entirely.
| Property type | Typical format | California point to check |
|---|---|---|
| City high-rise hotels | Wall dispensers, 5 L refills | Bottle law, refill handling in tight back-of-house |
| Coastal and wine country boutiques | Branded dispensers, signature scent | Prop 65 review of fragrance and raw materials |
| Desert and mountain resorts | Dispensers, richer body lotion | Recyclability wording on packaging |
| Freeway select-service | 2-in-1 and hand wash dispensers | Brand standard and cost per occupied room |
| Distributors | Full range under own label | Responsible person duties and labels |
Labels and the responsible person
Under MoCRA, the responsible person is the manufacturer, packer or distributor whose name appears on the label, usually the brand owner or distributor for private-label hotel products. They handle product listing and adverse event reporting. Our facility is US FDA registered and we supply registration details, ingredient lists and manufacturing documentation. Labels need a statement of identity, net quantity in fl oz and mL, the responsible party's name and place of business, an ingredient declaration and "Made in India" origin marking. Keep hand wash cosmetic: antibacterial claims make it an OTC drug.
Shipping to California
California is served by major West Coast ports in the south and north of the state, which also handle freight onward to Nevada and Arizona. An importer of record and a licensed customs broker handle entry, FDA reviews cosmetics for admissibility, and ocean shipments need an Importer Security Filing before loading. Confirm duties and tariffs with your broker before pricing; our fulfilment and export team prepares the shipping documents.
Our facility is GMP-compliant, ISO certified and Halal certified; see quality and certifications. Compare Nevada and Hawaii, browse the hotel amenities collection, or read about private-label hotel toiletries. Rules change, so confirm current requirements with your importer, customs broker or a regulatory consultant before launch.
