In short
Harrods Health makes private-label hotel toiletries for Las Vegas casino resorts and other Nevada hotels: high-volume dispensers and 5 L refills for standard rooms, tubes and minis for suites and spa, all in one signature scent. Our facility is US FDA registered, and we supply the documents your responsible person needs.
For federal rules on MoCRA, labelling and imports, see the US hotel amenities hub. This page covers what is different in Nevada.
How casino resorts buy
Las Vegas resorts are some of the largest hotel buildings anywhere, running around the clock with towers of standard rooms, suite floors, spas, pools and convention space under one roof. Purchasing is usually centralised, often for several properties at once, and decisions involve procurement, rooms operations, spa and brand teams. What matters most is continuity: one consistent product, in the same scent, delivered on schedule in very large volumes. Reno, Lake Tahoe and Laughlin add smaller casino hotels, lake resorts and select-service properties that buy in a more traditional way, often through regional distributors.
For a resort buyer, the questions are practical: how refills are handled on room floors, how quickly a new scent or label can be approved across several towers, and how much buffer stock sits between the port and the property. We plan these points with you before the first production run, not after it.
Scent as part of the property
Many resorts treat scent as part of their identity, from the lobby to the guest room. We develop signature scents to brief and carry one profile across shampoo, conditioner, shower gel, body lotion and hand wash, so the bathroom matches the rest of the stay. Briefs here range from bright citrus and white tea to rich woods, amber and gourmand notes for suite and spa lines.
Desert climate
Nevada's dry desert air and heavy air conditioning leave skin and hair dry, so many properties choose a richer body lotion, a conditioning shampoo and a conditioner with more slip. Pool use adds chlorine to the mix. We can adjust textures within a range so standard rooms and suites share a scent but differ in feel.
| Area of the resort | Typical format | What to plan for |
|---|---|---|
| Standard room towers | Wall dispensers, 5 L refills | Very high volume, refill logistics |
| Suites and villas | Tubes or minis in premium decoration | Presentation, matching scent |
| Spa and fitness | Large dispensers, 5 L refills | Heavy use, richer textures |
| Public washrooms | Hand wash dispensers | Cosmetic hand wash, no germ-kill claims |
| Reno and Tahoe hotels | Dispensers or minis | Distributor supply, seasonal demand |
State rules and formats
At the time of writing, Nevada is not among the states, such as California, New York, Illinois and Washington, that have passed hotel small-bottle laws. Check current state and local rules, as this can change. Many resort groups already use dispensers in standard rooms for cost, waste and guest-experience reasons, and keep tubes or minis for suites. Hand wash for public washrooms should be positioned as a cosmetic cleanser, because antibacterial or antiseptic claims make it an OTC drug in the US.
Labels and the responsible person
Under MoCRA, the responsible person named on the label, usually the resort's brand owner or its distributor, lists each product with the FDA and handles adverse event reports. We supply our facility registration details, ingredient lists and manufacturing documentation, and formulas can be supplied as dermatologically tested with test reports on request. Labels need a statement of identity, net quantity in fl oz and mL, the responsible party's name and place of business, an ingredient declaration and "Made in India" origin marking. Our custom packaging team manufactures and decorates bottles and tubes in-house for suite-level presentation.
Getting stock to the desert
Nevada has no seaport, so ocean freight usually enters through West Coast ports in Southern California and continues by truck or rail to Las Vegas or Reno. Your importer of record and licensed customs broker file the entry, FDA reviews cosmetics for admissibility, and an Importer Security Filing is needed before loading. Large resorts often work through a distributor holding buffer stock near Las Vegas to protect continuity. Confirm duties and tariffs with your broker; our fulfilment and export team prepares the paperwork.
Our facility is GMP-compliant, ISO certified and Halal certified; see quality and certifications. Compare California and Texas, browse the hotel amenities collection or read about private-label hotel toiletries. Rules change, so confirm current requirements with your importer, customs broker or a regulatory consultant before launch.
