Hotel Amenities · USA

In short

Harrods Health makes private-label hotel toiletries for Texas hotel owners, management companies and amenity distributors, with a strong focus on the select-service, extended-stay and convention hotels that make up much of the state's supply. We make dispensers, 5 L refills, tubes, sachets and minis in a US FDA registered facility, and quote each item to your specification.

For federal rules on MoCRA, labelling and import, read our US hotel amenities hub. This page covers the Texas picture.

Texas hotel market and buyers

Texas is large and spread out. Houston, Dallas–Fort Worth, Austin and San Antonio have convention, business and full-service hotels; the interstates and energy regions are lined with select-service and extended-stay properties; the Gulf Coast and Hill Country add resorts and independent inns. Much of the market is franchised and owned by owner-operators with one to many hotels, often working through a management company. Buyers here tend to compare specifications closely, so we set out formulation, fill size, format and decoration for each item when we quote.

Many Texas owners buy through an amenity distributor rather than importing directly. Distributors value a manufacturer who can build a complete private-label range, hold a consistent specification across repeat orders and supply the documents they need as the responsible person named on the label. We work with both routes and keep one point of contact for each account.

Working to a brand standard

Franchise owners often need amenities that meet a brand standard on format, size and presentation. Where the standard allows owner-sourced products, we can manufacture to the specification you give us, under your label or your distributor's. We cannot supply another company's trademarked products. Independent hotels have more freedom and often choose a signature scent and branded dispensers to stand apart from nearby franchised properties.

Format and state rules

At the time of writing, Texas has not passed a statewide hotel small-bottle law of the kind seen in California, New York, Illinois and Washington. Check current state and local rules anyway, as the position can change. Groups with hotels in those states often use dispensers in Texas too, to keep one specification. Extended-stay hotels frequently prefer larger bottles or dispensers for guests staying a week or more, while value properties often choose 2-in-1 to cut cost per occupied room and housekeeping time.

Climate and scent

Long, hot summers and air-conditioned rooms shape preferences: fresh, clean shower gels, light conditioners and body lotion that absorbs quickly. Common scent briefs include citrus, fresh linen, cedar and light woods, and we develop signature scents to order and keep them consistent across every product.

Property type Typical format Texas point to plan
Interstate select-service 2-in-1 and hand wash dispensers Cost per occupied room, brand standard
Extended-stay Dispensers or larger bottles Longer stays, guest refills
Convention and full-service Dispensers, tubes for suites Volume and continuity of supply
Hill Country and coast resorts Branded dispensers, signature scent Guest experience, spa use
Distributors Full range under own label Responsible person duties, stock holding

Labels, claims and the responsible person

Under MoCRA, the responsible person named on the label, usually the brand owner or distributor for private-label hotel products, lists each product with the FDA and handles adverse event reports. We supply our facility registration details, ingredient lists and manufacturing documentation. Labels need a statement of identity, net quantity in fl oz and mL, the responsible party's name and place of business, an ingredient declaration and "Made in India" origin marking; our custom packaging team prints them with your branding. Keep hand wash cosmetic: antibacterial claims make it an OTC drug. Environmental claims fall under the FTC Green Guides.

Shipping to Texas

Texas is served by major Gulf Coast ports, with inland distribution by truck and rail to Dallas–Fort Worth, Austin and San Antonio. Some importers also route through West Coast ports. Your importer of record and licensed customs broker file the entry, FDA reviews cosmetics for admissibility, and an Importer Security Filing is required before ocean loading. Distributors often hold buffer stock in a Texas warehouse to serve owners across the state. Confirm duties and tariffs with your broker; our fulfilment and export team prepares the paperwork.

Our facility is GMP-compliant, ISO certified and Halal certified; see quality and certifications. Compare Florida and Nevada, browse the hotel amenities collection or read about private-label hotel toiletries. Rules change, so confirm current requirements with your importer, customs broker or a regulatory consultant before launch.
