In short

Harrods Health makes private-label hotel toiletries for Florida's beach resorts, family hotels, boutique properties and vacation rentals. Florida has not been among the states that passed hotel small-bottle laws, so hotels there can still choose between dispensers, 5 L refills, tubes, sachets and minis, and we make all of them in a US FDA registered facility.

This page covers Florida specifics. For federal rules on MoCRA, labelling and imports, see our US hotel amenities hub.

Florida's hotel market

Florida's demand is driven by leisure. Family resorts near the theme parks run high volumes and long stays, beach hotels on both coasts see heavy pool and sea use, Miami has a strong boutique and design-hotel scene, and the Keys and Gulf Coast are full of small independent properties. Vacation rentals and condo-hotels form a large part of the market, often run by management companies looking after many owners. Buyers include these management companies, resort operators, franchise owners and distributors who supply rental managers as well as hotels.

Format choice without a state bottle law

Because Florida has no statewide hotel small-bottle law at the time of writing, format is a commercial and brand decision. Check current state and local rules all the same, as the position can change. Groups with hotels in several states often use dispensers everywhere for one specification. Resorts may keep tubes or minis for suites and spa, while vacation rental managers frequently use refillable bottles or sachets that cleaners can restock quickly between stays.

Vacation rentals need a slightly different approach from hotels. Units are spread across buildings and neighbourhoods, cleaning is often outsourced, and owners want amenities that look good in listing photos and reviews. A small, consistent kit of shampoo, conditioner, shower gel, body lotion and hand wash in one scent and one branded look helps rental managers present every unit the same way, whoever owns it. Larger refillable bottles also suit guests staying a week or more.

Heat, humidity and sun

Florida bathrooms are warm and humid, and guests come in from the beach and pool with salt, chlorine and sun on their skin and hair. Many properties choose a clarifying shampoo, a light conditioner, a fresh shower gel and a quick-absorbing body lotion. Dispenser and bottle choice matters too: pumps and closures must stay reliable in steamy showers. Scent briefs often lean towards citrus, sea-air, coconut-style and tropical floral notes, kept light for warm weather.

Property type Typical format Florida point to plan
Theme park family resorts Dispensers, 2-in-1, 5 L refills High volume, gentle everyday formulas
Beach resorts Dispensers, tubes for suites After-sun feel, humid bathrooms
Miami boutique hotels Branded dispensers, signature scent Design-led packaging
Vacation rentals and condo-hotels Refillable bottles, sachets Quick restocking by cleaning teams
Distributors Full range under own label Responsible person duties

Labels, claims and the responsible person

Federal rules apply in full. Under MoCRA, the responsible person named on the label, usually the brand owner or distributor, lists products with the FDA and handles adverse event reports. We supply our facility registration details, ingredient lists and manufacturing documentation, and formulas can be supplied as dermatologically tested with test reports on request. Labels need a statement of identity, net quantity in fl oz and mL, the responsible party's name and place of business, an ingredient declaration and "Made in India" origin marking. See custom packaging for label and print options.

Two claim traps matter in Florida. Hand wash should not be called antibacterial, because that makes it an OTC drug in the US. And ocean-friendly or "eco" wording falls under the FTC Green Guides, so make specific, provable claims or none.

Shipping and stock planning

Florida has major ports on both its Atlantic and Gulf coasts. Your importer of record and licensed customs broker file the entry, FDA reviews cosmetic imports for admissibility, and ocean shipments need an Importer Security Filing before loading. Hurricane season can disrupt ports and trucking, so many buyers hold extra stock ahead of late summer. Confirm duties and tariffs with your broker; our fulfilment and export team prepares the documents.

Our facility is GMP-compliant, ISO certified and Halal certified; see quality and certifications. Compare Hawaii and Texas, browse the hotel amenities collection or read about private-label hotel toiletries. Rules change, so confirm current requirements with your importer, customs broker or a regulatory consultant before launch.

Hotel Toiletries Manufacturer for Florida FAQ

Q.Does Florida ban small hotel toiletry bottles?

Florida has not been among the states that passed hotel small-bottle laws, but rules can change. Check current state and local rules for each property.

Q.What do you recommend for vacation rentals?

Refillable bottles or sachets that cleaning teams can restock quickly, or 2-in-1 dispensers for larger units.

Q.Can we call our hand wash antibacterial?

Not as a cosmetic. Antibacterial claims make hand wash an OTC drug in the US. We position hotel hand wash as a cosmetic cleanser.

Q.Which scents suit Florida hotels?

Many briefs ask for light citrus, sea-air and tropical floral notes. We develop a signature scent to your brief.

Q.Do you ship to Florida ports?

We export to your importer of record, and Florida has major ports on both coasts. Your customs broker handles entry.
