In short
Harrods Health makes private-label hotel toiletries for New York hotels, from Manhattan high-rises to Hudson Valley inns and Adirondack lodges. New York has passed a law restricting small single-use plastic toiletry bottles in hotels, so our New York range is built around branded dispensers and 5 L refills, made in a US FDA registered facility with full documentation.
For the federal rules on MoCRA, labelling and import, see our US hotel amenities hub. This page covers what differs in New York.
New York's hotel market
New York City dominates: dense, high-occupancy hotels with compact bathrooms, little storage and housekeeping teams turning many rooms a day. Outside the city the market changes completely, with boutique inns in the Hudson Valley and Finger Lakes, ski and lake lodges upstate, beach hotels on Long Island and select-service properties near airports and universities. Buyers include management companies running city portfolios, owner groups, independent hoteliers and distributors serving the wider North East.
The bottle law and what it means in practice
New York's law restricts small plastic toiletry bottles in hotels and phases in by hotel size. Size thresholds and timing are set in the law, so check the current rules for each property. For a city hotel the practical answer is usually wall-mounted dispensers in the shower and at the sink, refilled from 5 L containers. Refills take far less storage than cases of minis, which matters in buildings with small back-of-house areas and tight delivery windows. We make dispenser bottles and refills for shampoo, conditioner, shower gel, 2-in-1, body lotion and hand wash.
The switch also changes housekeeping. Attendants check levels and top up rather than replace bottles, so refill handling, clean pouring and clear labelling matter. Guests need to tell shampoo from shower gel at a glance in a small shower, and many expect a lockable or tamper-evident dispenser. We design labels and choose dispenser bottles with these routines in mind.
Climate and scent
New York winters are cold and dry indoors, so many hotels choose a richer body lotion and a conditioning shampoo, while summer brings humidity and a preference for fresher shower gels. City hotels often ask for scents that feel calm and urbane, such as tea, woods, amber and clean musk; country inns lean towards orchard, herbal and garden notes. We develop a signature scent to brief and carry it across every product.
| Property type | Typical format | New York point to plan |
|---|---|---|
| Manhattan full-service | Wall dispensers, 5 L refills | Storage space, delivery windows, bottle law |
| City select-service | 2-in-1 and hand wash dispensers | Fast housekeeping, cost per occupied room |
| Upstate inns and lodges | Branded dispensers, richer lotion | Winter dryness, signature scent |
| Long Island beach hotels | Dispensers, tubes for suites | Seasonal volumes |
| Regional distributors | Full range under own label | Responsible person duties |
Labels, claims and the responsible person
Under MoCRA, the responsible person named on the label, usually the brand owner or distributor for private-label hotel products, lists each product with the FDA and handles adverse event reports. We supply our facility registration details, ingredient lists and manufacturing documentation. Labels need a statement of identity, net quantity in fl oz and mL, the responsible party's name and place of business, an ingredient declaration and "Made in India" origin marking. Dispenser labels must still be clear for guests, so our custom packaging team designs them to be readable in the shower.
Hand wash should stay cosmetic. Antibacterial or antiseptic claims make a product an OTC drug in the US. Environmental claims such as "recyclable" or "refillable" fall under the FTC Green Guides, so have them reviewed before printing.
Shipping to New York
Ocean freight for New York usually enters through the East Coast ports serving the New York and New Jersey area, then moves by truck to a distributor's warehouse or the hotel. Your importer of record and licensed customs broker file the entry, FDA reviews cosmetics for admissibility, and an Importer Security Filing is needed before loading. Many city hotels prefer delivery from a local distributor rather than receiving full pallets. Confirm duties and tariffs with your broker; our fulfilment and export team prepares invoices, packing lists and product documents.
Our facility is GMP-compliant, ISO certified and Halal certified; details are on quality and certifications. Compare California and Florida, browse the hotel amenities collection or read about private-label hotel toiletries. Rules change, so confirm current requirements with your importer, customs broker or a regulatory consultant before launch.
