Shared shower rooms in capsule hotels see heavy use from early morning, so dispensers need to dose consistently and refill without fuss. Luxury hotels: scent and finish

Each wants the same things from a manufacturer: stable formulas from batch to batch, labels that match the approved artwork every time, and documents ready before the first order ships.

Rules that apply in Tokyo

Tokyo follows the national framework under the Pharmaceuticals and Medical Devices Act. A Japan-based business holding a cosmetics marketing licence takes legal responsibility for the product, files the product notification with the prefectural authority and manages imports. Formulas must comply with the Standards for Cosmetics on prohibited and restricted ingredients. We keep hotel toiletries as cosmetics: medicated or antibacterial claims would make a product a quasi-drug needing approval. Labels carry Japanese text, including the full ingredient list and the holder's name and address; confirm the details for minis and complimentary products with your holder.

The Plastic Resource Circulation Act asks accommodation businesses to reduce specified single-use plastics such as toothbrushes, combs, razors and shower caps. Shampoo bottles were not on that list at the time of writing, but many Tokyo hotels have moved to dispensers regardless. We do not make the accessory items on the list.

Supply and shipping

We ship by sea, usually to the Tokyo Bay ports, with export documents prepared. Your importer, often the marketing authorisation holder or its partner, works with a customs broker on the declaration, classification and consumption tax, and can tell you whether the India–Japan Comprehensive Economic Partnership Agreement offers preferential treatment.
