Japanese labelling, including the full ingredient list and the holder's name and address, is generally required. Under the Plastic Resource Circulation Act, accommodation businesses must reduce specified single-use items such as toothbrushes, combs, razors and shower caps. Shampoo bottles were not on the list at the time of writing, though many Kansai properties use dispensers anyway.
