How Japan regulates hotel toiletries
Shampoo, shower gel, lotion and hand wash are generally cosmetics under Japan's Pharmaceuticals and Medical Devices Act (the PMD Act). In general terms:
- A marketing authorisation holder. Cosmetics are placed on the market by a Japan-based business holding a cosmetics marketing licence. It takes legal responsibility for the product, files a product notification with the prefectural authority before marketing and manages imports. Harrods Health is the manufacturer, not the marketing authorisation holder.
- Standards for Cosmetics. Formulas must respect Japan's lists of prohibited and restricted ingredients. We check formulas against them with your holder.
- Cosmetic claims only. Medicated shampoos or hand soaps that claim to be antibacterial or anti-dandruff are quasi-drugs, which need approval. We keep hotel amenities as cosmetics with wording inside Japan's permitted cosmetic expressions.
- Japanese labelling. Labels carry Japanese text including the full ingredient list and the holder's name and address. Confirm the specifics for small and complimentary products with your holder.
Rules change. Confirm the current position with your marketing authorisation holder, importer or a regulatory consultant.
Plastics and the move to dispensers
The Plastic Resource Circulation Act, in force since April 2022, requires businesses that provide certain specified single-use plastic items to reduce them. For accommodation that list includes toothbrushes, hairbrushes, combs, razors and shower caps. At the time of writing, shampoo and conditioner bottles are not on it, but many hotels have moved to dispensers anyway. We supply dispenser bottles and 5 L refills, and minis where a property still wants them. Separately, the Containers and Packaging Recycling Act places recycling obligations on businesses that use or import containers and packaging; your holder or importer will advise how it applies.

The national rules above apply everywhere in Japan. What changes from region to region is the property mix, the scent direction, the packaging brief and the shipping route.
Tokyo
Tokyo concentrates almost every kind of property Japan has, often within a few stations of each other, and each buys toiletries for different reasons. Purchasing is often centralised through hotel groups, management companies and amenity distributors.
- Business and capsule hotels: wall dispensers and 5 L refills. Shared shower rooms see heavy use from early morning, so a 2-in-1 shampoo and body wash keeps them tidy. Refills can be labelled clearly in Japanese so night staff pick the right product.
- Luxury hotels: counter-top dispensers, branded minis and tubes, with signature scents in a restrained register: clean musks, green tea, a quiet yuzu or a woody hinoki base. Lotion texture matters through the dry winter months.
- Serviced apartments: larger dispenser bottles, hand wash for the kitchen as well as the bathroom, and a scent that will not tire over a month. We can run a shared scent across hotels and apartments.

Osaka and Kyoto
Kansai hosts two very different hotel cultures side by side. Osaka is commercial and built around city hotels and a strong flow of inbound visitors. Kyoto trades on heritage: small inns, machiya (traditional wooden townhouses) converted into private stays, and boutique hotels.
- Osaka city hotels: wall dispensers and 5 L refills, with minis held back for upgraded rooms. Bilingual labels, Japanese with English or another guest language, are common; check bilingual layouts with your holder before printing.

Hokkaido

Okinawa
Okinawa is Japan's subtropical south, and its resorts are built around the sea. Guests shower several times a day, after the beach and the pool, so they use more product than business travellers.
- Products: a shampoo that copes with salt and chlorine, conditioner that matters more than in a city hotel, and a light, quick-absorbing lotion. We keep claims cosmetic and describe it as moisturising rather than as an after-sun treatment.
