In short
Harrods Health makes private-label hotel toiletries for Hokkaido, from ski resorts around Niseko to Sapporo city hotels and countryside lodges. Long, cold, dry winters shape the brief: richer body lotion, gentle cleansers and packaging that survives low temperatures in transit. We manufacture in India; your Japan-based marketing authorisation holder places the products on the market.
Hokkaido has two seasons that matter to hoteliers. Winter brings skiers and snow visitors, many staying a week or more. Summer brings touring and nature travellers. A range that works in both, or a winter variant of your core range, is a common request. For the national framework, read our Japan overview.
Ski resorts and chalets
Ski guests come in from the cold, shower, and often head for a bath. Wind and dry indoor heating are hard on skin, so body lotion earns its place and is used generously. Resort apartments and chalets favour larger dispenser bottles and 5 L refills for longer stays. Scents lean warmer here than elsewhere in Japan: hinoki (Japanese cypress), soft woods and a little yuzu for brightness.
Sapporo city hotels
Sapporo's city hotels serve business travellers, conference visitors and tourists through the year. Their needs look more like Tokyo's: reliable dispensers, consistent stock and clean, understated scents. A lighter summer lotion and a richer winter lotion under the same scent can keep the range coherent.
| Hokkaido need | What we suggest |
|---|---|
| Dry winter skin | Richer body lotion; gentle shampoo and shower gel |
| Long ski stays | Larger dispensers, 5 L refills, hand wash for kitchens |
| Cold-chain risk in transit | Formula stability checks; packing and timing agreed with your forwarder |
| Summer and winter guests | One signature scent, two lotion textures |
Who buys in Hokkaido
Resort operators and management companies often run several chalets, apartments and lodges under one roof, with seasonal staff who need a simple refilling routine. Hotel groups with Sapporo properties buy centrally, sometimes through an amenity distributor or trading company that acts as, or works with, the marketing authorisation holder. Many Hokkaido properties also have their own bathhouse or onsen, so a wash-station range often sits alongside the in-room set; our ryokan and onsen page covers that setting. Packaging can be minimal and warm in tone: natural whites, wood-grain effects and a small mark rather than bold colour.
Cold weather and logistics
Liquids moving through a Hokkaido winter can see freezing temperatures at the port, in road transport or in an unheated store. Repeated freezing and thawing can affect the texture of some emulsions such as lotion and conditioner. We discuss stability with you at the formula stage, and you should plan delivery timing and warehousing with your forwarder. Goods ship by sea, either to a Hokkaido port or via a major Honshu port and then onward, as your forwarder advises. Pallets are heat-treated. See fulfilment and export.
Regulatory basics for Hokkaido
The national Pharmaceuticals and Medical Devices Act applies. A Japan-based marketing authorisation holder with a cosmetics marketing licence takes legal responsibility, files the product notification with the prefectural authority before marketing and manages imports. Formulas comply with the Standards for Cosmetics. We keep hotel amenities as cosmetics: claims such as "medicated" or "anti-dandruff" would create a quasi-drug requiring approval. Labels carry Japanese text including the full ingredient list and the holder's name and address; confirm the details for small and complimentary products with your holder.
The Plastic Resource Circulation Act asks accommodation businesses to reduce specified single-use plastics such as toothbrushes, combs, razors and shower caps. At the time of writing shampoo bottles are not on that list. Your importer and customs broker handle customs, classification and consumption tax, and can confirm whether the India–Japan Comprehensive Economic Partnership Agreement applies.

Hotel Amenities Supplier for Hokkaido FAQ
Q.Do hotel toiletries freeze in transit to Hokkaido?
They can if exposed to freezing temperatures for long enough, and some emulsions may change texture after freeze and thaw. Discuss stability with us and plan delivery and storage with your forwarder.
Q.What scents suit a Niseko ski resort?
Warmer profiles than in most of Japan: hinoki, soft woods and a touch of yuzu. We can build a signature scent and sample it.
Q.Can one range work for summer and winter guests?
Yes. Many properties keep one scent and offer a lighter and a richer lotion texture for the two seasons.
Q.Who is responsible for our toiletries legally in Japan?
A Japan-based marketing authorisation holder files the product notification and manages imports. We are the manufacturer and supply documents.
Q.Which port serves Hokkaido?
Goods can go to a Hokkaido port or through a major Honshu port and onward by domestic transport. Your forwarder will advise the best route.
