Mainland China has a large domestic amenity industry, and many hotels buy locally for sound reasons: proximity, speed and day-to-day familiarity with Chinese rules. We do not pretend otherwise. Where an Indian manufacturer fits

Hotel groups that operate in several Asian countries often want guests to recognise the same scent, texture and packaging wherever they stay. When one manufacturer makes the range for every market, the formula, fragrance and artwork stay consistent. The same products we make for China can be specified for properties in South-East Asia and Japan, with local labels for each market.

There are three other reasons buyers come to us. Our facility is Halal certified, which matters for hotels that welcome Muslim travellers. We hold an AYUSH licence and make Ayurvedic and Indian-inspired spa ranges, including massage oils, that are hard to find elsewhere. And some owners and management companies simply want a second, independent source alongside their existing supplier.

Mainland China in brief

The CSAR has been in force since January 2021. It divides cosmetics into general and special. Imported general cosmetics, such as shampoo, shower gel and body lotion, must be filed (notified) before import. Special cosmetics, such as hair dyes, perms, whitening products, sunscreens, anti-hair-loss products and products with new efficacy claims, need registration. We do not make hair dye, sunscreen or whitening products, so a typical hotel range sits in the general category, provided its claims stay within general-cosmetic territory.

An overseas manufacturer cannot file on its own. A China-based domestic responsible person does it, and that person also handles the product safety assessment and efficacy-claim evidence. Every ingredient generally needs to be on China's inventory of existing cosmetic ingredients. The animal-testing position changed in 2021, and imported general cosmetics may now be exempt if specified documents are provided; confirm the current requirement with your responsible person.

Our role is to supply the formula, full ingredient list and manufacturing documentation the responsible person needs. We do not file with the NMPA ourselves. Our facility certificates are listed on our quality and certifications page.

Disposable items and the move to dispensers

National plastic-pollution policy and tourism guidance ask hotels not to actively provide disposable items, and several cities, Shanghai among the first, applied rules earlier. The items usually named are toothbrushes, combs, razors, shower caps, shoe brushes and nail files. We do not make those accessories. Many hotels have also moved shampoo and shower gel into dispensers, which we supply with 5 L refills. Local rules differ, so check what applies in your city.

Formats, scents and packaging

Scents that tend to suit Chinese guests are soft rather than loud: green tea, osmanthus, jasmine, bamboo and a gentle lotus.

Shipping and next steps

We export from India and prepare documents for your consignee and customs broker. Import duties, VAT and inspection depend on how the goods are classified, and India and China have no bilateral free trade agreement, so ask your broker for current treatment. Hotel amenities by region in China

Mainland China's regions differ in climate, guest mix and local rules. These notes cover what changes for hotels in East China, the north, the Greater Bay Area and Hainan; national rules apply in each.

Shanghai and East China

Shanghai's towers host business travellers and regional headquarters staff; Hangzhou and Suzhou mix business with lakeside, garden and heritage stays. Purchasing decisions here are often made away from the property, and the conversation usually starts with the brand standard rather than the price.

  • Serviced apartments: larger dispenser bottles and hand wash for kitchens and bathrooms.

Shanghai was among the first cities to ask hotels not to actively provide disposable items. Rules are set and updated locally, so check the current position for your district.

Hangzhou is known for osmanthus and green tea, and Suzhou for jasmine. Summers are hot and humid, so many hotels choose a light, fast-rinsing shower gel; the cool, damp winters suit a slightly richer body lotion. We can make both under one scent.

Beijing and North China

Beijing's hotel market is shaped by government, diplomatic, corporate and conference travel, alongside visitors to its historic sites. Winters are cold and very dry, and summers are hot.

  • Luxury hotels near the business districts: counter-top dispensers and tubes.
  • Courtyard or heritage boutiques: decorated dispensers in small runs, often bought directly by owners.
  • Serviced apartments for long stays: large dispenser bottles and hand wash.

Indoor heating makes the winter air drier, and guests notice tight skin and static hair quickly. We usually suggest a body lotion with a richer feel than a southern specification, a conditioner that helps with static and a mild shower gel. Most hotels keep one specification all year and adjust the lotion.

Calm, clean scents suit business settings: light jasmine, white tea, soft green tea or a dry woody base. Winter freight into the north is worth planning early around holiday periods.

Guangdong and the Greater Bay Area

Guangdong's hotel demand is driven by trade, manufacturing and technology. Guangzhou's trade fairs bring international buyers in waves, and Shenzhen's business districts keep corporate hotels busy through the week.

  • Trade-fair and exhibition hotels: wall dispensers and 5 L refills, so housekeeping tops up from central stock in peak weeks. Agree a forecast with us well ahead of the main fair seasons.
  • Shenzhen business hotels: dispensers and hand wash with a clean scent.
  • Upscale or lifestyle hotels: counter-top dispensers, tubes and spa oils.

The climate is subtropical, so guests generally prefer a fast-rinsing shower gel and a light, fast-absorbing body lotion. We pack cartons to protect labels and closures from humidity. Fresh, green and lightly floral scents suit the region.

A group with properties in Shenzhen and Hong Kong is dealing with two regimes. A product cleared for the mainland does not automatically suit Hong Kong labelling, and the reverse is also true. We can run two label versions of the same formula; see custom packaging.

Hainan

Sanya's bays hold a dense cluster of resorts. Guests stay longer than in city hotels, spend more time in the spa and use far more product after the beach.

  • Villa, wellness and spa retreats: decorated dispensers, tubes, body lotion and massage oils.
  • Holiday apartments and serviced residences: large dispenser bottles and hand wash.

Shampoo and shower gel need to rinse well, and conditioner helps hair after salt water and sun. We do not make sunscreen, which is a special cosmetic in China, so any after-beach lotion we make is a general body lotion with modest claims agreed with your responsible person. Our Ayurvedic and Indian-inspired massage oils can sit alongside room amenities, subject to ingredient review for China.

Hainan is being developed as a free trade port, with special arrangements introduced in stages. These do not remove the need for NMPA filing or Chinese labelling. Check the current position with your customs broker and responsible person, and plan shipments ahead of peak winter and holiday seasons.

Q.Can Harrods Health file our products with the NMPA?

No. Filing or registration in mainland China is done by a China-based domestic responsible person. We supply the formula, ingredient list and manufacturing documents that person needs.

Q.Are hotel shampoo and shower gel general or special cosmetics?

They are usually general cosmetics, which are filed rather than registered. Claims such as anti-hair-loss or a new efficacy can move a product into the special category, so agree claims with your responsible person.

Q.Why buy from India when China has many amenity makers?

Most buyers who choose us want one signature range across several Asian markets, a Halal-certified range, an Ayurvedic-inspired spa range or a second source. If none of those applies, a local supplier may suit you better.

Q.Do the same rules apply in Hong Kong and Macau?

No. Hong Kong and Macau have their own regimes. Hong Kong has no pre-market registration for general cosmetics; for Macau, check current requirements locally.

Q.Do you make toothbrushes, combs or shower caps?

No. We make liquid toiletries and lotions in minis, tubes, sachets, dispensers and 5 L refills, plus spa massage oils. We do not make accessory kits or slippers.

Q.Do Shanghai hotels still provide toothbrushes and combs?

Shanghai was among the first cities to ask hotels not to actively provide disposable items such as toothbrushes and combs. Check the current local rules; we do not make those items.

Q.What body lotion suits a Beijing hotel in winter?

A lotion with a richer feel than a southern specification usually works better in Beijing's dry, heated winter air. We can adjust texture while keeping your signature scent.

Q.How do we avoid running out during Guangzhou trade fairs?

Use dispensers with 5 L refills and agree a forecast with us ahead of the fair seasons, so production and shipping fit your calendar.

Q.Can one product be used in Shenzhen and Hong Kong?

The formula can be the same, but the two markets have different regimes and labelling. We can print separate label versions for each.

Q.Does Hainan's free trade port remove the need for NMPA filing?

Do not assume so. The policies are being introduced in stages and mainly affect customs and tax handling. Check the current position with your broker and responsible person.
