To ship hotel toiletries from India to mainland China you need a consignee or importer, a customs broker and products already filed by your domestic responsible person; the shipment is then declared to China Customs (GACC) and imported cosmetics are inspected. Hong Kong is a free port and simpler, but declarations still apply. Duties, VAT and timings depend on your goods, so ask your broker.

The consignee, broker and responsible person can be the same company or three different ones. What matters is that each knows its role before the first shipment.
Mainland China: before anything ships
Under the Cosmetics Supervision and Administration Regulation, imported general cosmetics must be filed before import. That means the regulatory work comes first. A shipment of products that are not yet filed, or that carry labels which do not match the filing, risks being held at the border. Declaration and inspection
Imported goods are declared to the General Administration of Customs of China (GACC). Imported cosmetics are subject to inspection, which can include document checks, label checks and sampling. Your consignee may need to be recorded with customs, and your broker will confirm what applies. Expect customs to look closely at whether the Chinese label matches the filed product.
Documents commonly needed
- Commercial invoice and packing list, consistent with each other and with the labels.
- Bill of lading or air waybill.
- Certificate of origin, where your broker asks for one.
- Evidence that the products are filed, from your responsible person.
- Product information such as ingredient lists and, where relevant, safety data for transport.
- Any further documents your broker requests for inspection.

Duties and taxes
Import duties, import VAT and any other taxes depend on how the goods are classified and valued. We do not quote rates, because they change and depend on your products. India and China do not have a bilateral free trade agreement. Both are members of a regional trade arrangement, but whether any preference applies depends on the product and the rules of origin. Ask your broker for current treatment before you set a landed cost.
Hong Kong: the free port
Hong Kong charges no general import tariff, and toiletries are not normally among its dutiable commodities. There is no pre-market registration for general cosmetics. Shipping to Hong Kong and moving goods onward into the mainland does not avoid mainland rules. Goods entering the mainland from Hong Kong still need filing, Chinese labels and mainland customs clearance. If you supply both, plan separate stock with separate labels.
Sea or air
Most hotel toiletries travel by sea. Liquids are heavy, and 5 L refills in particular are economical only by sea. Air freight suits urgent top-ups, samples and small opening orders, at a much higher cost per unit. Some fragrances and oils may need classification checks for air transport; we will tell you if a product needs special handling.
Packing for humidity and long transit
The route from India to southern China and Hong Kong passes through hot, humid conditions, and a sealed container can build up condensation as temperatures change. Labels can lift, cartons can soften and caps can loosen if packing is not right. Seasonal planning
Several calendars overlap on this route, and each can slow a shipment.
- India's monsoon season can affect inland transport to ports.
- The Chinese New Year period slows ports, customs work and onward delivery in China, and similar effects occur around the October Golden Week.
- Typhoon season in South China and Hong Kong can disrupt shipping and port operations.

Lead times, stage by stage
We do not quote fixed delivery days, because each order differs. A realistic plan allows time for every stage:
- Formula selection or development and scent approval.
- Ingredient review and documents for the responsible person.
- Chinese label artwork, prepared or approved by the responsible person, then proofing.
- Filing by the responsible person, which must be complete before import.
- Production and packaging.
- Freight, then declaration and inspection.
- Delivery to the hotel or distributor's store.
First orders take longest, because the regulatory and artwork steps happen once. Repeat orders of filed products are simpler, provided the formula and label stay the same. Minimum order quantities are quoted per item.
Checks on arrival
When goods reach the hotel or distributor, a quick receiving check catches problems while they can still be resolved. Count cartons against the packing list, check that batch numbers match the documents, and open a sample of cartons to look for leaks, loose caps or lifted labels. Confirm that the label version is right for the market, especially if you hold both mainland and Hong Kong stock. Store toiletries away from direct heat and damp, and rotate stock so the oldest batch is used first. Report any damage to us and your forwarder promptly, with photographs, so claims can be handled while the evidence is fresh.
