Regulation in brief
Cosmetics made in India fall under the Drugs and Cosmetics Act, 1940 and the Cosmetics Rules, 2020, and manufacture requires a licence from the State Licensing Authority. Harrods Health holds a state FDA cosmetic manufacturing licence and an AYUSH licence, and operates an ISO certified, GMP-compliant facility that is Halal certified and US FDA registered. Labels carry the details the Cosmetics Rules require, such as product name, manufacturer name and address, licence number, batch number, manufacturing date and ingredients. Declarations such as MRP and net quantity are governed by the Legal Metrology (Packaged Commodities) Rules, and complimentary amenities may be treated differently from retail packs, so confirm how yours are classified before artwork is fixed. Plastic matters too. Identified single-use plastic items have been prohibited since July 2022, and at the time of writing the central list does not name hotel toiletry bottles. Extended producer responsibility for plastic packaging is a separate obligation, and some states add rules of their own. Climate, property mix and scent taste differ sharply across India. The notes below set out what changes for hotels in each region we supply by road from Ambala.
Delhi NCR
Delhi NCR is driven by corporate travel, government business, conferences and flights. Maharashtra holds three markets. Mumbai has luxury, business and airport hotels and many compact budget hotels where vanity space is tight, so slim minis, tubes or dispensers suit. Pune has business hotels, serviced apartments and branded budget chains that often choose dispensers with 5 L refills. Lonavala and the Ghats have weekend resorts that fill on Fridays and holidays and run quiet midweek.
- Humidity: sea air and heavy monsoons can lift paper labels and soften cartons. We select labels and closures with humidity in mind. Keep cartons raised, sealed and rotated first in, first out.
- Stocking: road delivery from north India takes planning, so hold a buffer and order ahead of the festive season and the monsoon.
- Plastic: Maharashtra has issued its own plastic notifications over the years, so check current state rules before finalising packaging.

Goa
Goa mixes beach resorts, family resorts, boutique hotels in Portuguese-era houses, villas run by rental managers, homestays and midscale hotels near the airport and towns.

Q.How quickly can you deliver to Delhi NCR?
Ambala is relatively close to the capital region by road, so NCR is one of our shorter routes. We confirm a delivery date with each order rather than promising a fixed number of days.
Q.When should Goa resorts order for the season?
Well before the season begins after the monsoon. Road transport from north India is a long route, so plan ahead and hold a buffer rather than ordering in the final weeks.
Q.Can our toiletries be labelled Ayurvedic?
Toiletries are normally made as cosmetics. An Ayurvedic product has a different licence and labelling route, so we decide which applies at the brief stage and avoid medical claims either way.
Q.Do some states have extra plastic rules for hotel bottles?
At the time of writing the central single-use plastic list does not name hotel toiletry bottles, but Maharashtra, Goa and some southern states may have their own notifications. Check the current state rules before finalising packaging.
Q.What suits houseboats and desert camps?
Sachets or compact dispensers, because storage is limited. Keep houseboat stock sealed and use older cartons first, and store desert camp stock away from direct heat.
