Notification with the HSA

Singapore applies the ASEAN Cosmetic Directive through the Health Sciences Authority. In general terms:

• Each cosmetic is notified to the HSA before it is supplied, by a company in Singapore, typically the importer, distributor or a local entity of the hotel group.
• That company keeps a Product Information File and is responsible for the product on the market. We provide formula details, specifications and manufacturing documents.
• Ingredients must comply with the ASEAN annexes, and labels carry the standard ASEAN information. English is the usual label language in Singapore.

Refill programmes also need hygiene discipline. Dispensers with tamper-evident or locked fittings, clean decanting from 5 L cans and a clear housekeeping routine reassure guests that what comes out of the pump is what the hotel put in. We can supply formulas and pack formats that suit locked dispenser systems.

Rules change, and Singapore applies them carefully. Always confirm current requirements with your importer, notification holder or a Singapore regulatory consultant.
