The Philippines applies the ASEAN Cosmetic Directive through its Food and Drug Administration. In general terms:

• Importers and distributors of cosmetics are generally expected to hold a licence to operate from the Philippines FDA.
• Each product is notified before it is placed on the market by that local company, which also holds the Product Information File.
• We supply the formula, specifications, manufacturing documents and certificates the notification holder needs.
• English is widely used on labels in the Philippines; your importer will confirm the full list of required label information.
• Claims must stay within what a cosmetic may say, so avoid wording that implies treating a skin or scalp condition.
